Speaker: LT Jeffery Bender, USCG Marine Casualty Investigating Officer, USCG Sector National Capitol Region. 

LT Bender will discuss the definitions and standards for “Marine Casualties,” more commonly known as accidents; provide case studies relevant to our group; review the marine casualty reporting requirements for captains; discuss the suspension and revocation process; and will answer questions from the group.  

This presentation will be invaluable to anyone who holds a captain’s license and operates on the water in any capacity.

March 23 meeting canceled. Speaker Panel will be rescheduled.

Given the spread of COVID-19, the Board of Directors of CAPCA has made a decision to cancel the March 23rd meeting.

As of this time, April’s meeting will go on as scheduled and the speakers for the March meeting will be rescheduled for a future date.

COVID-19 has become community spread in some areas, meaning the point of origin is virtually unknown.  It is with an abundance of caution and to be proactive that we have made this decision. This will serve to protect not only our members in attendance, but the other patrons at the Elks Lodge, most of whom fall within the risk parameters

Speaker: Captain John Colgan, Operations Manager, Maryland Pilots Association (MPA)

Captain Colgan will provide a history and overview of the Maryland Pilots; discuss how the Pilots interact with local captains; share some best practices or ways our CAPCA members can help the Pilots; and spend a few minutes answering questions from the group.  This will be a very informative discussion, rich in Chesapeake Bay history.

Speaker: Anna Mudd, Chesapeake Bay Foundation Maryland Outreach and Advocacy Manager, will join us to discuss their recent State of the Bay report, efforts to address the floating debris that impacts boaters on the Bay, ways licensed captains can help their organization, and answer questions from the group.
